Consortium/Third-Party Administrators (C/TPAs) manage all, or part, of an employer's DOT drug and alcohol testing program, sometimes including maintaining required testing records. They perform tasks as agreed to by the employer to assist in implementing the drug and alcohol testing program and to help keep the employer compliant with the DOT/FMCSA Drug and Alcohol Testing rules and regulations.
Once we receive your completed application, the Federal Custody and Control Form will be sent to you if require a pre-employment or initial Consortium drug test. This is the federally required form to authorize the drug test. After the specimen is collected at one of our collection sites, we will receive the results electronically within two days. Upon reviewing the results, we will issue your Certificate of Enrollment and laminated wallet membership card. This will indicate that you are in full compliance with government regulations regarding Random Drug and Alcohol testing.
A consortium is simply an association of independent businesses that belong to this group for a common purpose. In this case, the purpose is to provide a random drug and alcohol testing structure. This Consortium serves as a “Third Party Administrator (TPA)” for members like you. This is between government and your company, or you.
DOT requires all drug test specimens to be evaluated at an approved laboratory which Employee Screening Management uses Quest Laboratories. Both negative and “presumptive positive” test results are sent to the Medical Review Officer (MRO). If a sample is “presumptive positive”, this means that for example someone has levels of codeine in their system from recently taking a prescription after getting their wisdom teeth out. The MRO will then contact the donor in order to speak directly with their doctor to confirm prescription was provided by doctor and detection levels are within range of prescription.
Required for anyone with a CDL license that operates a vehicle over 26,000 lbs or anyone who operates a passenger vehicle of 16 or more capacity.
